If they're that bad at finding things, no wonder they're having trouble with the weapons of mass destruction.

Is that "may never be known" meaning "we might not ever know" or meaning "it is forbidden for us to know"?

Both. As in "We might never know providing we keep our eyes squeezed tight shut enough" and "It is forbidden for us to know and if anyone does happen to find out they'll end up in Guantanamo Bay."
